KARACHI: On Wednesday, retired Justice Maqbool Baqar, the temporary chief minister, voiced disapproval of the system developed by the caretaker federal government to assess Pakistan Administrative Services (PAS) and Police Services of Pakistan (PSP) officials.
The caretaker federal government, he claimed in a statement, had developed a performance evaluation chart for its officers of common cadres (PAS/PSP) stationed in provinces, which went beyond the federal government’s authority and was not in line with the directives issued by the Pakistan Supreme Court.
He added that a 10-point set of “broad parameters” had been approved by the acting prime minister for the assessment of the performance of federal government officers stationed in the provinces, and that the chief secretaries had been instructed to take any additional necessary action in accordance with this approval.
The Chief Minister stated that the performance evaluation chart created by the interim federal government for its officers stationed in the provinces went beyond its authority and did not follow the Supreme Court of Pakistan’s rules. “Even so, the elected government should be in charge of making policy decisions like the ones being discussed,” he stated.
According to Justice Baqar, the constitution’s limitations also applied to the law enforcement officials, since this was solely a provincial matter and could not be established without first conferring with the provinces.
“This is demonstrated, among other things, by the fact that the majority of the parameters do not allow for the province’s chief executive to provide input; as a result, it is impossible to fairly assess the officers’ performance and ensure accountability,” the CM noted.
According to him, the parameters were also against the 1954 Civil Service of Pakistan (Composition and Cadre) Rules. “The Sindh Government will provide a comprehensive reply following the installation of the elected government/chief minister,” he declared.
